摘  要:中国目前0—3岁儿童的日常照料、早期教育等主要依靠家庭内部支持来实现,市场早教机构以及其他较少的社会服务提供补充。在生育政策调整、女性就业增加、居住分离常态化、家庭规模小型化与家庭结构多元化等因素影响之下,家庭压力日益增加,家庭抚育与支持功能弱化。目前中国针对年幼儿童的家庭政策和公共服务明显无法适应现代社会结构与生活方式的转变,应借鉴国际上针对0—3岁儿童早期发展的政策与服务经验,立足本国文化传统和社会现实,为0—3岁儿童及其家庭提供支持,以增强家庭能力、推动儿童未来发展并预防相关社会问题的产生。In China, 0-3 years children's daily care and early education mainly rely on internalfamily support, supplemented by early education institutions in the market and other little social service.Affected by the multiple factors such as the adjustment of fertility policy, increase in female employment,normalization of residential segregation, small size of the family, diversification of family structure, etc.,the family's pressure is increasing and family's support function is weakening. China's family policy andpublic service targeted to young children are obviously can't keep up with the modern social structure andlife style. In order to strengthen the family's ability, promote the development of children and preventsocial problem, we should base on Chinese's own cultural tradition and social reality, learn the relatedexperience from the international world and provide support for 0-3 years children and their families.
