摘　　要：警察行政行为是我国当今社会执法实务中备受关注的热点,也是理论研究中的焦点。随着诸多不当行政行为的出现,警察行政引起了较为广泛的社会舆论,公平正义的缺失无疑成为亟待研究和解决的问题。从警察的本身含义以及比例原则的理论内涵出发,探讨比例原则的功能,揭示比例原则对于实现警察行政公平正义的意义,可以为完善我国的行政法制建设、实现公平正义提供理论性指导。The action of police administration is a hot spot of our country＇s current society law enforcement,and it is also a focus of theoretical researches.With a lot of inappropriate administrative actions appearing,police administration causes wide social public opinions,and the loss of fairness and justice also becomes an issue needed of urgent research and solution.On the basis of the meaning of police themselves and theoretical connotation of the proportion principle, through discussing functions of the proportion principle and revealing the proportion principle makes sense for realizing fairness and justice of police administration,they can provide theoretical guidance for improvement of our country constructing administrative law system and realizing fairness and justice.
