论地方政府公共服务伦理评价指标体系的构建

摘　　要：地方公共服务伦理评价指标体系应当是所有评价者都能基本掌握、容易应用的指标体系,应当具有简单、通俗、适用等特征;地方政府公共服务伦理评价指标体系还应具有时代特征。地方政府公共服务伦理评价指标体系包括三个部分,第一部分是地方政府公共服务人员伦理评价指标,由地方政府公共服务人员的人均服务成本、地方政府公共服务人员的服务态度与效率、公共服务人员的廉洁程度组成;第二部分是地方政府公共服务产品配置的公平性指标,由地方政府公共服务对象中有无特权人员、地方政府基本公共服务均等化问题组成;第三部分是地方政府公共服务供给的回应性指标,由人们获得的公共服务产品的数量的增长程度、地方政府公共服务供给的效率与质量、制度的完善程度组成。The evaluation index system of local public service ethics should be the index system which can be mastered and easily applied. It should be characterized by simple, popular and applicable. Local government public service ethics evaluation index system includes three parts. The first part is the local government public service staff ethics evaluation index, which is composed of personnel＇s per capita service cost, personnel＇s service attitude and the efficiency, the public service personnel＇s integrity level of the local government public service; The second part is about the fairness of the allocation of local government public service products, which is composed of the local government＇s public service object and the basic public service equalization; The third part is the response index of the local government public service supply, which is composed of the quantity of public service products, the efficiency and the quality of the local government＇s public service supply and the perfection of the system.
