货币与金融统计国际标准的发展、修订及影响

摘　　要：货币与金融统计是一国经济统计体系的重要组成部分。国际货币基金组织对货币与金融统计国际标准的最新修订主要包括三类议题:一是基于《2008年国民账户体系》变化的修订;二是顺应金融形势新发展的修订;三是弥补原体系不足的修订。此次修订对货币与金融统计影响巨大,主要体现在扩展指导范围、增加新内容、增强实用性、增进透明度和加强一致性五个方面。新框架对中国货币与金融统计体系的改革和发展提出了新要求,对中国加强金融统计能力建设具有重要意义。Monetary and financial statistics are an important part of a country's economic statistical system.This article reviews the development of international standard for monetary and financial statistics of the IMF and analyzes its latest revision.The revision mainly involves three categories.First,it is revision based on the 2008 SNA changes;second,it is revision that is in line with the new financial situation;third,it is revision aimed to repair the defects of the traditional system.The new revisions will have a great bearing on monetary and financial statistics as they will expand the scope of guide,add new contents to the traditional system,and enhance the usefulness of the statistics.Moreover,they will improve transparency and increase consistency.The new framework will propose new requirements for the reform and development of China' s monetary and financial statistical system and,therefore,is of great importance for the country's efforts to improve financial statistical capability building.
