日本财界的政治影响力分析——以日本的TPP政策制定过程为例

摘　　要：由日本经济界精英构成的利益集团,即统称为日本财界,在其推行的新自由主义改革与实施的亚太战略的长期政策目标指导下,成功地推进了日本政府参加"跨太平洋伙伴关系协定"(TPP)的谈判。在推进过程中,财界改善了与执政党的关系,并采用了接触政府与媒体宣传的战略,最终成功地促成日本加入到TPP的谈判之中。20世纪90年代以后,尽管财界的影响力有所下降,但是作为日本利益集团体系中绝对的权力精英,财界仍然对日本政治发挥着无可比拟的影响。The paper focuses on the role of Zaikkai in the process of decision-making of TPP and the politics of Japan. In the paper, the author emphasizes that the reason for Zaikai to push TPP forward rooted to the long-sighted vision on reforming Japanese political-economic system by using neoliberal way and its Asia-Pacific strategy. Throughout the way of contacting govrnment directly and controlling mass-media, Zaikkai promoted Japanese government to participate in the negotiation of TPP. Although the power of Zaikkai has fallen, as the largest power elite, it still exerts incomparable political influence.
