农业外资项目中的社会性别主流化

摘　　要：社会性别主流化是国际妇女运动发展的一个成果,性别观点作为国际社会和各国政府政策的主流,也成为了外资项目中不能或缺的一项重要内容,外资项目成为传播这一观点的途径之一。在农业外资项目方面,社会性别主流化主要通过项目计划和设计、项目培训、项目监测评估等过程得到实践和体现,为我国农村社会性别平等发展,特别是对一些偏远封闭落后地区的妇女思想解放,起到了积极的促进作用。笔者通过阐述农业外资项目中社会性别主流化的出发点和特性,结合项目实施的实际经验,分析了社会性别主流化与农业外资项目管理,提出了项目中开展社会性别主流化需要遵循的一些主要方法和措施。The gender mainstreaming is a result of the development of international women＇s movement, as the mainstream of the international society and national government policy, the gender idea has also become an important content that cannot be lack in the foreign investment projects. The foreign investment projects have become a way of spreading the idea. In re- gard of foreign investment projects in agricultm~, the gender mainstreaming is mainly practiced and reflected by project planning and design, project training, project monitoring and evaluation. It has played a positive role for the development of gender equality in the rural areas in China, especially for emancipation of women＇s ideas in some remote, closed and back- ward areas. Based on an elaboration of the starting point and characteristics of the gender mainstreaming in the foreign in- vestment projects in agrieuhure, in combination with the actual experiences in the project implementation, an analysis is made on the gender mainstreaming and the management of the foreign investment projects in agriculture, and some key methods and measures which should be followed for implementation of gender mainstreaming in the projects.
