摘　　要：道德作为人类社会关系不可或缺的部分,其历史发展有着内在必然的规律。道德发展内含于社会发展,既有时代发展背景的烙印,也有着内在矛盾发展的张力。世间万物之发展,必论之内在与外在之整合。从时代背景、经济发展以及内在矛盾等方面全面研究道德发展的规律,主要包括一般规律、特殊规律、历史继承性规律、对外开放性规律、否定之否定规律以及基本路径规律等。公民道德建设是我国一项重大工程,规律研究是道德建设成效的最大影响因子。深入研究国内外公民道德发展基本规律,对公民道德建设具有积极的促进作用。As an indispensable part of social relations, morality has its inherent embedded in the social development, influenced by historical situations and contradicts. As development of everything is result of integration of the internal laws. Moral development is the tension of the inherent and the external, this paper studies the law of moral development from the aspects of historical background, economic development and the inherent contradicts. It explores the general and special laws, historical inheritance rules, rules of opening to the outside world, the law of the negation of negation and the basic route and so on. Citizen＇s moral construction is a major project of our country, and law research is the most important factor affecting the effect of moral construction. The author studies the basic law of moral development and hopes to promote the moral construction of citizens.
