摘　　要：2015年3月颁布的《中国足球改革发展总体方案》对中国足球发展产生了巨大的影响,运用文献资料法和逻辑思辨进行解读,认为中国足球发展面临的阻碍,体育"强国梦"的需要,足球有着巨大的体育商业潜力是该《方案》颁布的独特背景。其中,中国足协取消行政化,推广校园足球,建立职业联赛理事会,建立足球多元化投资机制是本次改革的核心要点,这些要点的提出对中国足球起到"一针见血"的作用,意义深远。然而,是否能够积极落实改革方案还需接受时间的检验。The Overall Plan of Reform and Development of Chinese Football promulgated in March 2015 had great influence on the development of Chinese football. Interpreting with methods of literature and logic thinking, the paper proposes that the obstacles facing the development of Chinese football, the need of realizing ＇ the dream of rejuvenating China＇ through sports and the huge sports and commercial potential that football enjoys are the special background of the plan＇ s promulgation. Among them, core points of this reform lie in the cancellation of administration by Chinese Football Association, popularizing campus football, setting up professional football league council and establishing diversified investment mechanism of football. The coming up of these points will play a decisive role and exerts far -reaching significance on Chinese football. However, whether the reform plan can be put into active practice still waits for the test of time.
