摘  要:1939年8月苏德之间签订《苏德互不侵犯条约》,原本敌对的两个国家一夜之间便成为友国。随着外交关系的变化,苏联宣传界对待德国的态度和立场发生了相应变化,苏联对有关德国的宣传采取了一系列新的措施:清除一切反法西斯性质的作品,同德国进行文化交流,倡导借鉴英德等国的宣传经验,等等。总之,1939—1941年苏联宣传对德国形象的重塑,归根结底是苏联为保障其外交政策顺利实施而采取的一种政治手段,尽管存在突兀和不道义的方面,但从当时的历史背景条件出发,苏联宣传界为配合政府采取的对德关系新政策而改变对德国的宣传策略是无可厚非的,也是必要的,体现出苏联宣传的灵活性。In August of 1939, Germany and the Soviet Union signed the Molotov-Ribbentrop Pact, which lead two hostile countries turning into friendly states overnight. With the change of diplomatic relations, the Soviet Union propaganda changed its attitudes and standpoints to Germany. A series of new measures had been adopted, such as eliminating all anti-fascist works, conducting cultural exchange with Germany, advocating referring to the publicity experiences in UK, Germany and other countries. To sum up, publicizing re-building the German image by the Soviet Union during 1939-1941, came down to a political approach adopted by the Soviet Union for ensuring its diplomatic policies under smooth implementation. Although unexpected and immoral aspects existed, starting from the historical background at that time, the Soviet Union could be blamed for its newly adopted policy and a change of propaganda strategy towards Germany in order to coordinate with the government, which was also necessary and reflecting the flexibility of the Soviet Union propaganda.
