基于Multi-Agent的中小煤矿安全生产管制效果研究

摘　　要：为了充分考虑中小煤矿安全生产问题的动态性与复杂性,从而更好地观察不同因素对管制效果的影响,引入主体建模的方法,抽象出了管制机构、煤矿企业、劳动者、银行、新闻媒体等五类主体,构建了中小煤矿安全生产管制效果的多主体模型。分析了处罚与赔偿、安全投入标准、社会舆论对管制效果的影响。研究结果表明:罚款和赔偿力度太低不利于提高企业安全投入的积极性和主动性;在一定范围内,安全生产管制效果随安全投入标准的提高逐步增加;社会舆论信息的传递对安全生产管制效果具有正向促进作用,能缩短管制起作用的时间。To find the influence of different factors on safety regulation effect, the dynamic and complexity of production safety management of small and medium-sized coal mine are fully considered. Five different agents are extracted. They are the regulation agency, the coal mine, the labor, the bank and the news media. The multi-agent safety regulation model of small and medium-sized coal mine is built by the multi-agent modeling method. Influences of violation fines and compensation, the standard of safety investment and the information transmission of news media on safety regulation effect are analyzed. Results of the research show that low violation fines and compensation don＇t contribute to improve the enthusiasm and initiative of safety investment; within a certain range, increment of safety investment standard will improve the effect of safety regulation; the transmission of messages has positive influence on the effect of safety regulation,and can shorten time that regulation works.
