新疆典型垦区水资源合理开发模式评价研究

摘　　要：水资源是干旱区经济发展和生态环境最主要的限制因子,研究干旱区水资源合理开发模式已经成为当今世界各国关注的焦点问题。因此,根据新疆阿拉尔垦区2010年水资源开发利用现状,选取地下水开发潜力、地表水开发潜力、地下水满足率、地表水满足率和地表水调蓄能力作为5个主要评判因素,建立模糊综合评判模型对阿拉尔垦区水资源合理开发模式进行评价研究。结果表明:垦区水资源开发利用已经达到相当规模,水资源供需矛盾比较突出,尤其是地表水资源开发利用潜力很小。垦区水资源开发模式应从开发地表水为主转向地表水和地下水联合开发,同时完善水利工程设施建设,加强水资源综合管理,这样不仅能实现垦区现有水资源的可持续利用,而且对塔里木河中下游生态系统的恢复也具有重要意义。Water resources is the main restricting factor for the economic development and ecological environment in arid area.Research on the reasonable development mode of water resources in arid area has become the focus issue for all countries in the world today.Therefore,in this paper,according to the situation of water resources development and utilization in Aral Reclamation Area in2010,Xinjiang,the five main factors,including development potential of groundwater,development potential of surface water,satisfaction rate of groundwater,satisfaction rate of surface water and regulation and storage capacity of surface water,are selected as evaluation factors,and a fuzzy comprehensive evaluation model is set up to evaluate the reasonable development mode of water resources in Aral Reclamation Area.The results show that the current water resources exploitation and utilization has reached a relative high degree in reclamation area,presents an obvious contradiction between supply and demand of water resources,especially,the development and utilization potential of surface water resources is very small.The development mode of water resources should be turned from the main development of surface water into the joint development of surface water and groundwater in reclamation area,at the same time,improving the construction of water conservancy projects,strengthening the integrated management of water resources,which not only can realize the sustainable utilization of existing water resources in reclamation area,but also is of great significance to the middle and lower reaches of Tarim river ecosystem restoration.
