监狱精神病犯的监管与矫治状况——以北京市延庆监狱为研究对象

摘　　要：北京市延庆监狱集中关押了北京市各个监狱转来的200余名精神病犯,床位规模相当于二级精神病专科医院,但仅有4名精神科医生和一些简单的设备药品,很多涉医工作不得不由罹患其他躯体疾患的罪犯"协助"完成。监狱仅能为精神病犯提供一些基本的药物来控制病情。当然,监狱也尝试与当地大型专科医院合作以获得某些业务和技术支持。实际上,这里的医疗手段仅仅是服务于狱政措施的需要。但即使如此,从精神医学的角度和对精神病犯的处置角度看,这里的整体情况也明显优于国内多数监狱。Beijing Yanqing prison has incarcerated more than 200 criminals who have mentally illness from other prisons in Beijing. The number of beds is equal of the second level specialized psychiatric hospital. There are only four psychiatrists and some simple medicine so some other criminals who suffer from different illness have to ＂assist＂ to finish a great many doctors＇ work. The prison provides basic drugs to control the patients＇ condition. Of course, the prison also cooperates with some large specialized hospitals in Beijing for certain business and technical supports. In fact, the medical treatment is merely the supplement of prison administration measures. Even so, from the perspective of psychiatry and the treatment to the criminals who have mentally illness, the situation of Yanqing prison is much better than the most of other domestic prisons.
