摘　　要：科学有序地进行退化防护林改造更新是我国实施重大生态修复工程战略的重要组成部分,内蒙古赤峰市防护林退化形势严峻,是我国退化防护林改造更新的首批试点区域。经调查分析,森林立地质量差、干旱与风沙、有害生物灾害、防护林生理老化等自然因素,以及造林树种选择欠慎重、经营密度调控不力等经营技术因素是防护林退化的主要原因;依照尊重自然、抗旱节水,突出重点、分类施策,因地制宜、适地适树的退化防护林改造更新基本原则,研究提出了树种结构调整、林分密度调整、地下水位恢复与灌溉、测土配方与施肥、有害生物防治与地力维持、林地环境监测等退化防护林改造更新技术,为我国退化防护林改造规划提供技术支撑。Shelter forest degradation in Chifeng City, Inner Mongolia are very grim, Chifeng City of Inner-Mongolia is one of theifrst experimental regions which needs to reform and regenerated their degenerated shelter forests. So, it is one of important component parts to implement the strategy of major ecological restoration projects in China to reform the degenerated shelter forest by scientiifc and orderly means. The Investigation and analysis results show that the main degradation reasons generated from such as natural factors, including inferior forest site quality, drought and wind sand, pests disaster and forest physical mature; as well as the management factors, including indiscreet species decision and poor regulation of management density. According to the shelter forest reform and regeneration principles such as respect for nature, drought water-saving, highlight emphasis points, classiifcation strategy of local conditions, adjust measures to local conditions, and matching tree species with local site condition, a series of degradation shelterbelt renovation of techniques were put forward, they are： to adjust forest structure and stand density, recover the groundwater level and irrigation, soil measure and fertilization, control biological pests and maintain woodland productivity, monitor the forestland environments. The these techniques measures provide technical supports for reform and regeneration of the degenerated shelter forests in China.
