摘　　要：在国际形势不确定性因素增加、国内经济"三期叠加"的大背景下,万州经济社会发展面临金融、财政、房地产、社会稳定等方面的风险和挑战。因此,应坚持"用发展的方法解决发展中问题"的思维,通过加快转变经济发展方式、坚持市场化改革方向、创新开放机制、加强生态文明建设、保障和改善民生等措施来防范和应对风险。In the background of increasing uncertainty of international situation and the ＂Three Phase Superposition＂ of domestic economy, the economic and social development of Wanzhou District is faced with the risks and challenges of finance, fiscal, real estate, social instability and so on. To prevent and solve such risks, we shall adhere to the idea of ＂With the developing methods to solve the problems in development＂, accelerate the transformation mode of economic development, adhere to the market-oriented reform direction, initiate the opening mechanism, strengthen the construction of ecological civilization and ensure and improve people＇s livelihood.
