秦汉时期中央政府对云南边疆地区经济治理考析

摘　　要：秦汉时期中央政府在维持全国政策的一般性、总结对其他少数民族地区治理经验的基础上,根据云南地区和当地各族经济社会发展的特殊性、阶段性,形成了分别针对少数民族、内地移民和各经济部门并与政治、军事政策相协调的经济政策,成为国家经济政策在边疆民族地区的合理延伸。更为重要的是,秦汉中央政府还将先进的生产方式引入云南地区,尤其是使少数民族基层民众从中获得收益,以先进的生产方式瓦解落后制度的经济社会根基,带动当地经济社会的进步,从根本上保证了云南边疆的稳定和发展。Based on the rules of maintaining the general principle of policies and the experi- ence of governing other ethnic minorities, the central government of Qin and Han dynasties formu- lated economic policies for Yunnan according to the features and the development stage of the re- gion as well as the economic and social development of the ethnic groups in Yunnan. The econom- ic policy was designed to coordinate with the political and military policies, aiming at the govern- ance of ethnic minorities, inland migrants and different economic sectors, which became the well expansion of national economic policy in border regions with ethnic groups. What＇s more important is that the central government of the dynasties introduced advanced production mode into the prov- ince, which gave benefit to the ethnic minorities, disintegrated the economic and social roots of the backward system, and promoted the economic and social development of Yunnan. All these guar- anteed the stability and the development of Yunnan.
