摘　　要：经济和社会领域的民主是社会主义民主更为深刻的内容,也是"推进国家治理体系及治理能力现代化作为"必须解决的重大问题。新中国成立后,经济和社会民主完全实现的理想主义使社会主义制度运行在策略上日益偏向政治权力的集中,由此以强化政治统一化为重点,逐渐形成了高度统一并完全政治化的经济社会体制。改革开放以来,党对经济和社会民主的理解和实践由理想主义转向了现实主义,并以简政放权为推手,以充分发挥社会及市场自身作用为主旨,以调整国家和社会的关系为重点,探索民主实践新路径。简政放权仍然是当前我国经济民主和社会民主发展的前提,从而必然成为深化改革的重要议题,而简政放权要转化为经济民主和社会民主发展实效的关键是推进政治民主建设。Economic and social democracy is not only the profound contents of socialist democracy, but also the major issues of ＂promoting modernization of national governance system and governance ability＂ to be addressed. After the founding of the People＇s Republic of China, the idealism of reali zing full economic and social democracy misled the running of the socialist system to the concentration of political power in strategy, resulting in a highly unified and fully politicized economic and social sys- tem which was strengthening a political unity. After the reform and opening up, the Chinese Commu- nist Party＇s understanding and practice of economic and social democracy turned to realism from ideali- sm. The Communist Party explored a new path of democratic practice by taking streamlining adminis- tration and decentralization as the impetus, seeing a full play of the role of the society and the market themselves as the keynote and regarding adjusting the relationship between state and society as the fo- cus. Streamlining administration and decentralization is the premise of China＇s current economic and social democracy development, and will no doubt become a focus of deepening the reform. However the key of turning streamlining administration and decentralization into the development of economic and social democracy is to promote the construction of political democracy.
