摘　　要：目前环境保护规划的地位和作用日益突出,目标约束性、政策导向性功能不断增强。环境保护规划实施评估机制不断完善,国家层面建立了规划年度调度、中期评估和终期考核制度,对及时把握规划进展,推动规划落实意义重大,但同时在实际操作中也面临着一些问题。简要梳理了浙江省"十二五"环境保护规划实施评估做法,分析了目前规划实施评估中存在的主要问题,并对如何更好地推动环境保护规划实施评估工作提出了对策建议。The status and role of environmental protection have become increasingly prominent with constraints and policy oriented functions enhanced continuously. The environmental protection planning implementation assessment mechanism consummates unceasingly. The national government has established the annual,midterm and final evaluations for planning and monitoring,which of great significance for grasping and promoting the progress of plans. However,there's also some problems in the actual application on local levels. This paper analyzes the implementation of environmental protection plans in Zhejiang Province during '12th Five Year Plan',introduces the main experience and practice of Zhejiang Province and analyzes the main problems existing in planning and implementation of assessment. Countermeasures to environmental planning implementation assessment work were put forward to better promote environmental protections works.
