四川省城镇生活污水处理厂减排绩效评价指标体系构建研究

摘　　要：以层次分析法(Analytic Hierarchy Process,AHP)为主要方法,结合总量减排工作的实际需求,建立了一套可综合评价四川省城镇生活污水处理厂总量减排绩效的指标体系。评价体系设定了两个否定因子:水质超标和违法行为,并结合实地调研、理论研究和专家意见,筛选了减排效率、运行效率、管理指标和运行保障4大类共计16个指标。通过赋予权重和评分方法设计,该体系可以实现不同规模、不同工艺城镇生活污水处理厂总量减排绩效在时间、空间上的可比,从而为环境管理提供理论支持。In combination with the actual demand of total emission reduction work, this research sets up a index system to e- valuate the performance of the urban sewage treatment plants in Sichuan province, with AHP （ analytic hierarchy process） as the main method. The index system has two negative factors ： standard - exceeding of water quality and illegal behavior. Combined with field investigation, theoretical research and expert opinion, the research screens 16 indicators and divides them into 4 catego- ries ： reduction efficiency, operation efficiency, management and operational support. The total emission reduction performance of the urban sewage treatment plants can be compared in time and space by giving weight and design the grading method, and pro- vide theoretical support for environmental management.
