摘　　要：本文结合国家生态文明先行示范区建设国家战略的需要,考虑江西省生态建设与环境保护的实际,参考国家生态文明先行示范区建设的指标体系和建设目标,构建由经济、环境、人居、制度、文化五大建设领域33个二级指标构成的江西省生态文明建设评价指标体系;充分考虑区域间生态文明基础的异质性,兼顾主体功能区功能定位的差异性,建立江西省生态文明建设设区市和县两级分区分层评价指标体系,运用专家打分法和层次分析法,赋予各分层水平上的评价指标以不同的权重,可为江西省生态文明建设水平及进程评价提供技术方法,进而为建立健全江西省生态文明建设干部评价考核制度,推进国家生态文明先行示范区建设体制机制创新提供参考。Combining strategic needs of the national demonstration zone of ecological civilization construction,considering ecological construction and environmental protection practice in Jiangxi Province, referring to the index system and construction goal of national demonstration area of ecological civilization construction, this paper constructs 33 two-level indicators of evaluation index system for ecological civilization in economy,environment,human,institution,and culture in Jiangxi Province. To achieve the goal, we need to consider the heterogeneity of ecological civilization and the difference of the function positioning in main functional areas, establish city-level and county-level evaluation index systems, and give different weights of the hierarchical level of evaluation index by using expert evaluation method and hierarchy analyzing method. This index system can provide technical evaluation method to assess the level and progress of ecological civilization construction in Jiangxi Province and then serve as reference for establishing a sound system to evaluate and appraise officials of ecological civilization construction in Jiangxi Province, and for promoting the system and mechanism innovation of the national demonstration zone of ecological civilization construction.
