建立江西省赣江流域生态补偿机制的整体构想——基于福建省实践经验的考察

摘　　要：流域生态补偿是水资源环境保护和平衡上、下游用水利益关系的重要手段。本文在考察和分析福建省重点流域生态补偿办法的基础上,结合江西省开展流域生态补偿试点的实际,以赣江流域为对象,本文提出江西省流域生态补偿的基本原则、补偿资金筹集方式、补偿标准和资金分配方案及保障措施等。作为生态文明先行示范区建设重大体制机制创新,赣江流域生态补偿制度的实施必将在改善流域水质、提升森林质量,促进流域上下游协调发展等方面发挥重要的作用。Ecological compensation in river valleys is an important means to protect the water environment and balance the relationship between the upstream and the downstream for the interests of using water. Based on investigating and analyzing the ecological compensation methods in Fujian Province, this article puts forward the primary principle, fund raising approaches, compensation criteria and fund allocation scheme, and supporting measures of the Ganjiang River Valley ecological compensation by referring to the ecological compensation experiments in Jiangxi Province. As a very important system and mechanism innovation of ecological civilization demonstration area construction, the implementation of ecological compensation policy will play a significant role in improving water quality in Ganjiang River Valley, heightening the forest quality, and promoting the coordinated development of the upstream and the downstream.
