摘  要:相对于经济发展成就、社会财富积累等"有形资产",公信力、政府信任属于"无形资产"。如同有形资产的建树需要集腋成裘,无形资产的聚集则更需点滴积攒。当前,我国地方政府的公信力正遭受前所未有的考验,尤其是面对网络舆情生成中的"四大效应",即"交互效应""共振效应""沉默螺旋效应""极化效应"冲击时,如何把握网络舆情规律,科学化解舆情危机,避免"塔西佗"陷阱的出现,已成为现代政府建设和基层领导干部能力提高绕不过的"必修课"。With respect to the economic development achievements, the accumulation of social wealth and other "tangible assets", credibility and trust in government are "intangible assets". As the achievements of tangible assets need accumulations, the gathering of intangible assets need more. Currently, our local government's credibility is suffering from unprecedented challenges, especially in the face of the impact of "the four effects" generated in the internet public opinion, namely, "the in- teraction effect" "the resonance effect" "the Spiral of Silence effect" and "the polarization effects", how to grasp the laws of network public opinion, to scientifically resolve the crisis of public opinion, to avoid the appearance of "Tacitus" traps, has become a "compulsory" course of modern government building and grassroots leaders~ ability to raise.
