西北民族地区农村资金配置效率评价及其影响因素研究

摘　　要：基于DEA模型对西北民族地区新疆2000-2013年的农村资金配置效率进行估计评价,结果表明：新疆农村资金的纯技术效率值始终处在较优的水平上,而农村资金的总体技术效率和规模效率一致,两者的平均水平较高,但总体技术效率和规模效率在2010年以后呈现出明显的下降趋势,并表现出规模报酬递减。并运用Tobit模型对农村资金配置效率的影响因素进行相关性分析,发现城乡二元经济结构和农村金融市场交易频率是导致新疆农村资金配置效率降低的主要原因,而农村社会福利水平和农村金融规模发展水平对农村资金的配置效率起到了显著的促进作用,农村人力资本水平对农村资金配置效率影响不显著。最后根据实证结论,提出提升新疆农村资金配置效率的有效政策含义。Based on the DEA model,this paper analyzes the rural fund allocation efficiency of Xinjiang between2000 and 2013,the estimation results show that pure technical efficiency of Xinjiang rural fund is always at the opti-mum level,while the overall technical efficiency and scale efficiency of rural fund are the same,their average level ishigher,but the overall technical efficiency and scale efficiency showes a clear downward trend and the returns to scaleis diminishing after 2010. And then the paper uses Tobit model to evaluate the correlation between rural fund alloca-tion efficiency and various factors. The analysis result shows that the main reasons for the reduction of rural fund alloca-tion efficiency are the influences from the dual economic structure in urban and rural areas and rural financial markettransaction frequency. While the rural social welfare level and rural financial scale development level significantly pro-mote rural fund allocation efficiency. There is no significant relationship between rural human capital level and ruralfund allocation efficiency. Finally,according to the empirical research conclusions,the paper puts forward the effec-tive policy implication to enhance the rural fund allocation efficiency of Xinjiang.
