摘　　要：以煤炭资源为主,分析归纳了新疆矿产资源开发利用及优势资源转换过程中存在的主要问题,并提出优化能源结构,提高能源效率,降低能源消耗;强化行业监督管理,加快行业自身主动调整;加快疆煤外运、疆电外送步伐;充分发挥新疆"一带一路"国家发展战略的核心区作用等对策建议。Based on the coal resources as a main resources, the paper analyzed and summarized the major problems existed in Xinjiang mineral resource development and utilization and the advantageous resource transformation process. The paper provided the optimized energy structure in order to improve the energy efficiency and to reduce the energy consumption. The supervision management of the sector should be enhanced and the self and active adjustment of the sector should be speeded up.The paces of Xinjiang coal export transportation and Xinjiang electric power export transmission should be speeded up. The role and countermeasure proposals on the Xinjiang ＂one belt and one road＂ national development key zone should be fully played.
