摘　　要：一级预防中的"双向策略"旨在强调将"一般人群策略"和"高危人群策略"紧密相连又加以区分,针对不同人群,因势利导采取不同预防策略,以提高预防效率、扩大预防规模并使经济利益最大化。将"双向策略"理论应用到艾滋病预防日常工作及卫生政策制定中,为艾滋病预防工作的开展提供理论依据及指导,为遏制并扭转HIV感染/艾滋病的蔓延、实现千年发展目标提供有力保障。“Two Pronged Strategy”of Primary Strategy is combined with “population strategy”and “high risk strategy”.But they also have some distinguish.In order to improve the prevention efficiency,expand the scale of prevention and to maximize economic benefits,different strategies will be used in different population by the di-rection of “Two Pronged Strategy”.The ＂two -way strategy＂theory is applied to the HIV /AIDS prevention in daily work and health policy,which could provide and instruct theoretical basis for AIDS prevention work to contain andnbsp;reverse the spread of HIV /AIDS,and guarantees the achievement of the millennium development goals.
