用绿色发展制度体系推进生态山东建设

摘　　要：在世界各国纷纷向绿色发展转型和中国大力推进生态文明建设的进程中,山东省于2012年提出了建设生态山东战略。建设生态山东必须推动山东经济向绿色发展转型,构建起系统完备的绿色发展制度体系。山东省在绿色发展的制度体系方面存在强制性制度较多而自发性制度不足、条块和部门性制度较多而系统整体性制度相对较少、具体和器物制度较多而综合性理念性制度较少等问题。因此,山东省构建绿色发展制度体系需要从构建绿色教育制度、绿色发展考评制度、市场引导制度、注重整体性规划和完善法律法规等方面努力。In the transforming of green development all over the world and the promoting of ecological civilization construction in China, Shandong province puts forward the construction strategy of ＂ecological Shandong＂ in 2012. Constructing ecological Shandong should promote Shandong economy to green transformation; build up a complete system of green development system. And there are some problems existing in the system of green development of Shandong, such as more mandatory system and insufficient spontaneous system, more strips and departmental system and relatively less integrity system, more concrete system and less comprehensive conception. Therefore, we should pay attention to construct the green education system, the green development appraisal system, the market guiding system and the overall planning, and should focus on perfecting the laws and regulations to construct the green development system of Shandong.
