摘　　要：农村金融是现代农村经济的主导因素,而城乡统筹发展要健全农村金融体系。文章分析了在城乡统筹和改革农村金融体制中所存在的一系列问题,提出完善农村金融体系、重构农村合作金融制度、建立农业保险制度、创新农户融资制度和创新农业金融市场,走利率市场化改革之路等措施,最终走出一条促进"三农"发展的农村金融改革之路。Rural finance is the leading factor of the modem rural economy. The urban and rural development needs to improve the rural financial system. This paper analyzes a series of problems in the process of urban and rural planning and the reform of the rural financial system. And then it puts forward relevant suggestions： to perfect the rural financial system, restructure the rural cooperation financial system, establish rural insurance system, innovation of rural financing system and finance market and so on. This paper finally explore to promote the rural financial reform.
