Following the September 11 attacks, dynamics in the media between states allied against terrorism began to take on increasingly strong political undertones. This study analyzes media reports found in the U.S.Washington Post and Pakistan's The News from June 15,2013 to June 15,2015,and find that the framing of news reports in each paper tend to conflict more often than agree. The reasons for the conflicting frames found in each media source include:differences in political and security considerations between the two countries;differences in conventions in reporting formed in each news media over time;and the increasingly complex content of anti- terrorism initiatives. These differences in understandings found in each media both illustrate and influence the progress of cooperation between the two states when it comes to anti- terrorism.
