摘  要:本文应用考虑非期望产出的非径向和非导向的SBM模型对25家电力行业上市公司2011~2013年期间的环境绩效进行了评价,利用Malmquist指数模型计算出这些企业在此期间的全要素生产率变化指数,并将其分解为技术效率变化指数和技术进步指数两部分。在此基础上,对17家火电企业和8家水电企业的环境绩效和规模报酬等进行了横向和纵向的对比。研究结果表明,火电企业的环境绩效高于水电企业,但规模报酬低于火电企业;另外,水电企业比火电企业表现出更大幅度的横向绩效差异和纵向生产率波动。最后,对改善中国电力企业的环境绩效水平提出了参考性的意见和建议。This paper uses the non- radial and non- oriented slack- based model (SBM) considering non - desirable outputs to evaluate environmental performance index (EPI), and uses the Malmquist index model to calculate and decompose total factor productivity changes into efficiency changes and technology changes, for the selected 25 listed companies in the electric power industry during the period of 2011 - 2013. Further, this paper compares EPI and returns to scale for the selected 17 coal - fired power companies and 8 hydropower companies horizontally and vertically. The results indicate that, coal - fired power companies are higher in EPI and lower in returns of scale than hydropewer companies, whereas hydropower companies exhibit greater horizontal EPI variance and vertical productivity volatility than coal - fired power companies. Finally, this paper puts forward advices and suggestions to improve EPI for these companies.
