生态环境产权保护视角下的垃圾处理问题研究

摘　　要：垃圾问题带来了发展与环境的双重压力,需要我国重视垃圾处理无害化、资源化问题。文章从保护生态环境产权视角,分析了我国生态环境产权的主体及产权保护现状,通过比较生活垃圾处理投资与高盈利业投资动力、比较生活垃圾处理投资与相关产业发展情况,发现市场中私人部门参与垃圾处理等环保事业的投资动力不足。原因在于我国缺乏垃圾处理业市场化的法律环境、政策环境和投资环境。进而从规范企业、政府、社会公众行为的视角提出了产权与责任明晰化、责任制度化与指标数据化、管理法制化的建议,并构建了垃圾处理业市场化运营环境的政策环境和投资环境建议。The waste problem will incur pressure on development and environment, so it should be emphasized to dispose waste harmlessly as resources in China. This paper analyzes the players of the ecological environment property and current conditions of property protection from the property of the ecological environment in China. By comparing the investment driving of the environmental protection and high-profit industry, development conditions of the environmental protection investment and related industries, it is discovered that few market players such as private departments participate in the environment protection business such as waste disposal due to lack of the legal environment and policy environment on the marketization of the waste disposal industry in China. This paper proposes the recommendations for constructing the market operation environment for waste disposal.
