摘 要:文中运用基于非径向、非角度的SBM模型,将雾霾前驱物作为非期望产出纳入全要素能源效率框架中,对京津冀地区2003-2012年全要素能源效率进行测算,并采用面板Tobit模型对能源效率的影响因素进行分析。研究发现,在考虑雾霾效应后,京津冀地区的能源效率有所下降。城市间的能源效率具有一定差异,各城市能源效率在样本时期内均呈上升趋势。能源消费结构、产业结构、经济发展水平与外商投资对能源效率均有不同程度的影响,其中经济发展水平的影响较不明显。In this paper,we put the haze precursors as undesirable output into the total factors framework,based on the non- radical and non- oriented SBM model to measure the total- factor energy efficiency of Beijing-Tianjin- Hebei metropolitan region from 2003 to 2012,and used panel Tobit model to test the impacts of different kinds of external factors on energy efficiency. Results show that the energy efficiency of Beijing- Tianjin-Hebei metropolitan region was decreased when considering the haze effects. There was a certain difference between energy efficiency of cities,the energy efficiency of each city was on the rise during the sample period. Energy consumption structure,industrial structure,economic development level and the foreign investment impacted on the energy efficiency to some extent,and the influence of economic development level was not obvious.
