特大型城市生态文明建设评价指标体系构建——以上海市为例

摘　　要："生态文明建设观"的提出是在国际社会大环境背景下,我国国情的基本要求以及严峻的环境资源挑战的必然结果.通过总结归纳国内外生态文明建设评价指标体系的研究现状,基于特大型城市生态文明建设的瓶颈问题剖析,运用压力-状态-响应(PSR)模型构建出适用于特大型城市的生态文明建设评价指标体系,并以上海为例进行了指标体系的实证研究.结果表明,生态文明建设压力减小、状态和响应指数提升导致上海市生态文明建设综合指数由2008年的0.606提高至2012年的0.692,在生态文明建设稳定阶段中稳步上升.根据研究结果,尝试提出上海市生态文明建设的主要对策.此研究将有利于引导转型期特大型城市生态文明的建设,为建立生态文明的长期监测和评估体系提供可靠的依据,其评估结果可作为区域制定生态文明发展政策的参考依据.Faced with severe environmental and resource challenges, the proposal of ecological civilization is an inevitable result of the basic requirements of our national conditions under today＇s international social background. Basing on the analyses of overseas and domestic studies, as well as bottleneck problems in the process of ecological civilization construction, an evaluation index system of ecological civilization construction for metropolitan cities were proposed using the Pressure-State-Response Model. An in-depth empirical research on the proposed evaluation index system was made by using the case study of fast-growing Shanghai. The results indicated that; due to the improvement of pressure, state and response index, Shanghai has undergone gradual increase in the ecological civilization index （ECI） from 0, 606 to 0. 692 between the year of 2008 and 2012. Some main countermeasures and suggestions were put forward according to the analyses and results, which could be the reliable basis of monitoring and evaluating ecological civilization level in the long term for Shanghai. This would help decision-makers to identify portfolios of sustainable urban planning options. Our method might provide other megacities with a guidance direction of ecological civilization construction.
