论我国社区卫生服务事业发展的困境及治理对策

摘　　要：随着城市化进程的快速推进,大力发展社区卫生服务事业,提升公共卫生资源的配置效率,这既是促进基本卫生服务均等化的现实需要,也是实现城乡一体化发展的重要抓手。当前,我国社区卫生服务事业的发展与城乡一体化发展的战略形成明显的反差,仍然面临着多元主体认识不到位、政府支持与保障力度乏力、专业人力队伍建设滞后、服务体制不健全和运行机制不完善等问题。为此,在进一步增强认识和转变理念的基础上,必须强化政府的扶持与保障功能,深化社区卫生服务运行机制改革、加快社区卫生服务体系建设、建立社区卫生服务人才保障机制、探索社区卫生服务的新模式和新方法,循序渐进地完善基层社区医疗卫生工作体系,形成全面覆盖城乡、充分发挥差异互补的保障功能、有效满足群众不同层次需求的发展格局。At present, the development of community health services is still confronted with such problems as insufficient awareness about the multiple subjects, weak support and security from the government, lag on the building of professional staff, imperfect service system and operation mechanism. Therefore, on the basis of strengthened awareness and changed ideas, we should improve the support and security function of the government, deepen the reform on the operation mechanism of community health services, speed up the building of community health service system, form the security mechanism on community health service staff, and explore new patterns and methods of community health services, so that the basic medical health working system can be made perfect step-by-step.
