草畜联营合作社组织发展研究——以昌吉回族自治州草畜联营合作社为例

摘　　要：新疆昌吉回族自治州在当前草原畜牧业生产方式转型的大背景下,在草原牧区率先创建了草畜联营合作社。文章通过对昌吉回族自治州各县市20家草畜联营合作社的实地调查研究,基于调研数据及调查问卷分析结果,研究昌吉回族自治州草原畜牧业的发展概况,分析合作社建设的必要性及草畜联营合作社的发展现状与面临的问题,并最终提出加快合作社发展的对策建议。研究表明,从2012年9月创建以来,草畜联营合作社在昌吉回族自治州实现了快速发展,近两年的时间里合作社数量增加了数倍,但在发展过程中仍面临着资金制约、技术运用及营销方式落后、管理制度不完善、对社员的服务水平低等一系列问题。在此前提下,文章提出了加快草畜联营合作社发展的4点对策建议,即加大财政投资力度,拓宽融资渠道;加大社员的培训力度,提供技术保障;利用规模经营优势,提高产品附加值;强化组织管理,提高服务水平。通过研究,希望可以为该组织模式在实际中进一步推广应用提供科学依据。The breeding cooperative organizations were firstly created in Changji Prefecture of Xinjiang under the background of the transformation of the grassland animal husbandry production mode in the prairie areas. Based on the field investigation on 20 cooperative organizations in Changji Prefecture, this article studied the development of grassland animal husbandry, analyzed the necessity of cooperative construction, and breeding cooperative development present situation and problems based on the survey data and the result of questionnaire analysis, and finally put forward some suggestions to accelerate the development of cooperatives. The results showed that the cooperative organizations achieved rapid development since September 2012, the number of cooperatives increased several times in nearly two years, but it still faced a series of problems such as capital constraints in the process of development, backward technology and marketing methods, not perfect management system, low service level of membership and so on. Under this premise, the article put forward 4 countermeasures to speed up the cooperative de- velopment, including increasing financial investment, broadening the financing channels, increasing the intensity of membership training to provide the technical support, taking advantage of scale management to improve product added value, strengthening management and service level, etc. It can provide a scientific basis for the organization model for further popularization and application in practice.
