基于公平视角对住房公积金制度的考察

摘　　要：住房公积金制度不公问题日益凸显,通过公平视角的考察发现:住房公积金制度锄强扶弱,受惠群体不公平;肥瘦不均,缴存标准不公平;嫌贫爱富,使用机会不公平;劫贫济富,收益分配不公平。住房公积金制度已经严重偏离其设计初衷,加剧了社会不公,建议取消公积金制度。The unfairness of housing fund system has become conspicuous. The survey of the system from a perspective of fairness indicates that it is unfair in benefiting groups-curbing the rich and assisting the vulnerable group;it is unfair in payment standard-uneven payment grades;it is unfair in opportunities of usedespising the poor and flattering the rich;it is unfiar in income distribution-taking from the rich and giving it to the poor. The system has deviated greatly from its original intention and enhanced the unfairness, so it should be abandoned.
