摘　　要：随着信息通信技术发展与数据激增,多来源多形态的公共衍生大数据对政府决策的重要价值日益受到关注。如何有效分析利用数据,从而完善政府决策过程?这是当前公共政策研究与实践面临的全新挑战。本文从对公共衍生大数据概念界定入手,基于对大数据分析方法发展和信息时代政府决策过程嬗变两方面研究视域下理论演进的回顾,从分析方法、应用模式、过程重构和效果评估等方面展望了相关领域未来的研究热点,阐述了研究问题间的逻辑关系,以期对大数据驱动政府决策过程科学化的理论与实践探索有所裨益。With the development of information and communication technology and sharply - increased data, the great value of public generated big data that includes multi - resource and multi - form demand more attentions. The issues that how to effectively analyze and use those data and to improve government decision making process are the new challenges to both academia and practitioners. This article starts from defining the concept of public generated big data, reviews the theoretical progress both on big data analysis methods and government decision - making process evolution in the information age, then discusses the main important research topics from ana- lytic method, application schema, process restructure, and performance evaluation. The author also explains the logic relationships among those research topics, for helping theoretical and practical references to the government scientific decision- making process drive by the big data.
