摘 要:研究目的:规划期内占补平衡由单一数量向数量与质量并重转换过程中,占用耕地质量将成为土地整理项目区选择的重要导向,为其提供技术支持和保障。研究方法:基于Arc GIS平台,运用空间分析方法,综合考虑规划占用耕地质量、参与农用地整理的耕地质量、耕地集中连片程度等构建整理时序。以大邑县2010年耕地质量补充完善成果为基础,结合土地利用总体规划,以占用耕地质量结构为先导,以耕地质量限制因子为基础,并进行选择性集中连片修正,对研究区内耕地整理时序进行研究。研究结果:2010—2020年建设发展需要占用耕地1179.80 hm2,其中7、8、9和10等耕地的面积分别为827.81 hm2、134.96 hm2、102.48 hm2和114.55 hm2;大邑县可参与整理的耕地总面积为28630.57 hm2,可新增耕地1191.37 hm2,其中7、8、9和10等耕地的面积分别为231.22 hm2、451.60 hm2、146.67 hm2和361.88 hm2。研究区整理时序:优先整理区耕地面积15277.58 hm2,新增耕地583.38 hm2,中期整理区耕地面积10574.31 hm2,新增耕地382.64 hm2;远期整理区耕地面积2837.32 hm2,新增耕地225.45 hm2。研究结论:通过对大邑县农用地整理时序分析可以有效的提高土地整理效益,实现耕地占补平衡数量与质量并重,对研究区内土地整理项目设计和选址,有一定的理论与实际指导意义。The purpose of this paper is to provide technical support for considering both quantity and quality of cultivated land in the process of farmland comprehensive consolidation.Based on ArcGIS platform, using spatial analysis method, this paper attempts to build collating sequence for land consolidation projects, taking the quality and the quality of cultivated land into consideration. Via an empirical study for Dayi County in the year of 2010, this paper studied the cultivated land collating sequence with selectively concentration correction. The results show that the cultivated land would be occupied at 1179.80 hm^2 in 2010-2020 due to economic development, among which, grade 7, 8, 9 and 10 cultivated land area would be 827.81 hm^2, 134.96 hm^2, 102.48 hm^2 and 114.55 hm^2, respectively. The cultivated land engaged in land consolidation of Dayi county, with a total area of 28630.57 hm^2, the newly increased cultivated land are 1191.37 hm^2, of which grade 7, 8, 9 and 10 cultivated land area are 231.22 hm^2, 231.22 hm^2, 146.67 hm^2 and 361.88 hm^2. As to the collating sequence of the research area, the prior area of cultivated land is 15277.58 hm^2 while the newly increased cultivated land is 583.38 hm^2. The medium-term area of cultivated land is 10574.31 hm^2 while the newly increased cultivated land is 382.64 hm^2. And the long-term area of cultivated land is 2837.32 hm^2 while the newly increased cultivated land is 225.45 hm^2. Through the analysis of farmland collating sequence in Dayicounty, land consolidation can be effectively improved to balance the occupation and subsidy both in quantity and quality. Also, there's a certain theoretical and practical significance in land consolidation project design and location in the research area.
