公民参与视角下的地方政府创新及其绩效——基于浙江省19个地方政府创新项目的研究

摘　　要：基于浙江省19个地方政府创新项目的调查,文章发现:第一,地方政府创新项目有助于改善治理绩效,表现为公民参与创新项目的程度越深,就越倾向于正面评价其政策有效性。第二,创新实践在增进善治中的潜力有待激发。一方面,现有创新项目未能惠及大部分社会成员,表现为政策参与度偏低、人群覆盖面有偏差。另一方面,公民知晓、参与社会治理类项目的程度要显著低于公共服务类项目。这表明,"让更多公民参与地方治理"是激发创新项目潜力、改善治理绩效的关键。Two main findings are reported based on a survey of nineteen local government innovation projects from Zhejiang. First of all, the innovation projects are effective institutions to improve governance performance. The survey shows that the more citizens are involved in innovation projects, the more highly they think of its ef- fectiveness. Moreover, innovation projects haven＇t played a full play in promoting good governance. On the one hand, the current innovations are not benefitting the majority of citizens, as most of the projects only cover a small proportion of local residents. On the other hand, citizens tend to accept public services instead of partici- pating in social governance mechanisms. The effective institutional arrangement of local government innovation and the limitation of its practice show that bringing more citizens to participate in government innovation is the key to improving governance performance.
