论我国大众化高等教育质量保障体系的构建

摘　　要：我国高等教育质量保障体系在实践中面临管理体制行政化、管理机制模式化、质量评估形式化、社会评价边缘化、高校自治空心化等困境。从开拓教育理念、更新教育质量观入手,提出深化教育改革、推进依法治教,加强教学评估的规范化和制度化建设,健全以高校自评为基础的内部保障体系,建立以独立中介机构为主体的外部保障体系等质量保障体系构建策略,将促进大众化高等教育质量的不断提升。The higher education in China has witnessed transition from the elite education to mass one. However, the quality guarantee system is faced with many difficulties in practice, such as administration of management system, stereotype of management mechanism, formalization of quality evaluation, marginalization of social assessment, hollowing of university’s autonomy, etc. From the perspective of opening up the education idea and upgrading the outlook on education quality, this paper proposes to deepen educational reform, promote law-based teaching, strengthen the construction of standardization and systemization of instruction evaluation, improve the internal guarantee system based on the university self-evaluation, build the external assurance system focusing on intermediary institutions’evaluation, and eventually facilitate the promotion of quality of mass higher education in China.
