摘　　要：国家层面高等教育质量标准体系构建与完善对于全面提升和保障高等教育质量具有重要的战略意义,其是高等教育质量管理理论走向应用实践指导的有效路径。通过对高等教育质量标准体系基本内涵和主要特征进行相关辨析,并探讨高等教育质量标准体系的制定模式、组织管理工具和综合评价等基本问题,为进一步开展针对新时期高等教育质量标准体系的科学构建与有效执行实施机制研究奠定了坚实的理论基础,同时也为高等教育质量标准体系综合评价理论与应用相关研究提供了相应思路。Construction and perfection of national standard system of higher education quality can effectively promote and safeguard the quality of higher education, and standard system is efficient path of higher education quality management from theory to application. This paper analyzes the basic connotation and main characteristics about of higher education quality standard system, and discusses set modes and management tools on the quality standard system of higher education, and comprehensive evaluation on the quality standard system of higher education. Scientific construction of the higher education quality criterion system and its effective implementaflon mechanisms has laid solid theoretical foundations. These foundations can facilitate research for evaluation on the quality standard system of higher education.
