摘  要:提出了水资源费由天然水资源价值、水资源前期基础工作投入、水资源宏观管理费用以及水源涵养和保护投入四部分构成,并应用支付意愿法测算了北京市的水资源费。通过在北京市6个区开展的居民水费支付意愿问卷调查,获取的居民生活用水支付意愿均值为4.13元/m3。使用工业用水支付意愿系数估算的工业用水户水费支付意愿为16.84元/m3。综合测算得到的天然水资源价值为4.31元/m3,水资源费为4.74元/m3。与测算结果相比,北京市现行水资源费标准偏低,亟需调整,以充分发挥水资源费的资源调节作用。This paper presented that water resources fee is consisted of natural water resources value,earlier basic inputs of water resources,costs of water resources management and inputs of water sources protection. The willingness to pay( WTP) method was applied in the calculation of Beijing's water resources fee. Through questionnaire survey on the residents in Beijing,the average WTP for domestic water use was 4. 13 RMB Yuan / m3. Through the coefficient of WTP for industrial water,the average WTP for industrial water use was 16. 84 RMB Yuan / m3. And then the natural water resources value and water resources fee were calculated,which were 4. 31 RMB Yuan / m3 and 4. 74 RMB Yuan / m3 respectively. The present water resources fee of Beijing is much lower than this calculated result. Therefore,water resources fee of Beijing should be regulated as early as possible,in order to give full play to its role in the regulation of resources.
