摘　　要：借鉴场域理论,政策场域是包括了行动者互动、偏好、资源、制度、政策情境、行动者策略等变量的概念。将地方保障房政策执行置于政策场域概念框架中分析,可以发现与保障房政策相关的政府部门在偏好、资源、制度间"腾挪转移",相互间形成不同互动关系,根据不同的政策责任压力情境,以寻求在政策偏好与政策责任压力间的平衡,进而采取不同的策略行动,对政策结果产生不同的影响。政策场域概念框架打破了社会科学研究的结构观与行动观的对立,凸显了政策场域形塑和转化功能。该框架不仅仅注重行动者间横向关系的变量,还引进了纵向关系的变量,揭示了政策行动者策略取向因应的不同政策情境,解决了政策网络理论分析注重非正式关系的确立导致对等级权威的忽略以及饱受诟病的解释及预测功能之不足。The policy field is the concept whichcontains interaction,preference,resource,system,policy context,and actors'strategy.Placing the policy implementation on the local security housing in the policy field,we could discoverthat local government's departments transferred and maneuvered among the preference,resource,and the system,formed different interactive relationships,sought balance between the policy preference and policy responsibility pressure according to the different pressure situation,then took different strategies for action,impacted differentlyon the policy results.The conceptual framework of the policy field broke theopposition between the structural view and the action viewof the social science research,and highlighted the policy field shape and transformation function.The framework not only focused on the variables of the lateral relations among the actors,but also introduced the variables of the vertical relationship,revealed the different policy context,and solved the question that policy network theory focused on the establishment of informal relationships,neglected the level of authority and the much-maligned prediction.
