摘  要:不同于西方国家削减政府规模、节省成本与提高政府服务效率的的改革动因与成熟的官僚制背景,中国的公共服务合同外包是在转变政府职能、创新社会管理方式与培育社会力量的大背景下逐渐兴起且日益繁荣,有着其特定的运行方式与运作特征。为了考察中国的公共服务合同外包改革实践,特区分出三种运作模式:竞争模式、谈判模式与体制内外包模式,并借助三个典型案例来对三种运作模式的实际运作过程与改革效果等展开分析与比较,发现三种模式各有其生存土壤与运行效果。在改革实践中地方政府应该根据管理情境而选择适当的运作模式。Quite different from the western countries' well-developed bureaucracy and their reform motivations to streamline the government,save costs and promote efficiency of the government service,China's outsourcing contracts of public service with their typical operation modes and features gradually rise and increasingly flourish with the change of the government's functions,the innovation of the social management styles and the cultivation of social powers.In order to explore the reform practice of China's outsourcing contracts of public service,the present paper has made distinction between three operation modes:competition mode,negotiation mode,outsourcing mode within the system.With three typical cases,the analyses and comparisons have been made as to the modes' operation processes and their reform effects.The findings show the survival bases and the operation effects of the three modes.Therefore,the local governments should choose the proper operation modes in light of the management situations in their reform practices.
