摘　　要：影响创新型企业健康发展的重要因素之一是政策环境建设。本文重点分析创新链与创新政策、创新型企业与创新政策。提出基于创新链的创新政策体系的构成,并分析创新政策对创新链的影响作用;同时,分析创新型企业的政策需求。基于上述分析提出基于创新链的创新型企业创新政策设计思路、框架和主要内容。Policy is one of the important factors affecting the healthy development of innovative enterprises.The relationship between in-novation chain and innovation policies, as well as between innovative enterprises and innovation policy are focused on in this paper.It puts forward the composing of innovation policy system based on innovation chain, analyzes the influence of innovation policy to innova-tion chain, and discusses the policy needs of innovative enterprises.Then, based on innovation chain, policy framework and main con-tent are proposed.
