摘　　要：欧盟地区协同创新体系和模式的构建经历了四个不同阶段,并逐渐形成了项目多元合作、中心机构主导、虚拟协同、知识群组四大模式。欧盟经验表明,每一次危机和转型时刻都在推动协同创新体系进一步完善,模式构建应着力于统筹创新布局,整合创新支援体系,关注利益相关者,倾斜考虑科研人员和中小企业,进行创新全周期评估。Collaborative innovation system and model of the European Union has undergone four stages, forming gradually four models-project with multi-cooperation, central organization, virtual collaboration and knowledge group.The experience shows that every crisis and transformation has promoted the further improvement of the collaborative innovation system.The overall layout of innovation, inte-gration of innovation support system, stakeholders, especially researchers ＆ SMEs, and innovation life cycle assessment should be fo-cused on when building the collaborative innovation model.
