摘　　要：随着我国高校去行政化与办学自主权的不断扩大,内部人控制问题将更为凸显。高校教代会制度是保障高校教师参与民主管理、优化内部治理结构的重要保障。发挥高校教代会对高校内部控制人的治理作用,对于推进高校内部治理结构去行政化改革与建设现代大学制度意义十分重要。然而,我国高校教代会制度还存在诸如缺乏应有的独立性、职权体系不健全、职权难以落实、保障机制不健全等突出问题,从而影响到其功能实现。为此,我国应采取完善高校教代会立法、强化高校教代会独立性、扩大高校教代会的职权范围等措施对其进行完善,以强化对高校内部人控制问题治理,推进现代大学制度建设。With the deep-going de-administration and the increasing autonomy in China's colleges and universities, the insider control problem is becoming more prominent. The teachers' congress system in China's colleges and universities is an important guarantee for teachers' participation in democratic administration and optimization of internal governance structure. The governance role of the teachers' congress on the insider control exerts great importance on the de-administration reform of internal governance structure and the construction of modern university system. However,there are a series of prominent issues in the teachers' congress system, such as the absent independence, the unsound authority system, the difficult implementation of powers, the imperfect safeguard mechanism, which affects its function. We should perfect the teachers' congress system by improving the legislation, enhancing independence, extending the terms of reference so as to strengthen governance on the insider control and promote the construction of modern university system.
