摘　　要：我国当前完善PPP项目监管体系，应从促进国家PPP事业健康发展的高度，按照国家治理体系和治理能力现代化的要求，明确提出特许经营项目不属于政府购买服务，不应再按照政府采购的思路来评价特许经营项目。At present, to improve the Inspection and regulatory system of PPP In projects should follow the governance system and management capability of the country. It should be clarified that franchised projects are not included in the government purchase services. The franchised projects shouldn't be judged by the mindset of government procurement.
