摘　　要：基于区域管理学的包头市"5421"战略实施研究具有重要的理论和实践意义;提出了战略目标、战略定位、空间结构规划、专项规划和各区旗县规划等包头市"5421"战略规划职能研究内容;从管理组织设置、管理人员配备和协调方面探讨了包头市"5421"战略执行职能的基本框架;利用分级分区调控、调控手段体系,对包头市"5421"战略调控职能体系进行了概念性研究;根据管理学中的管理职能的运行机制、区域管理理论,设计了包头市"5421"战略管理职能运行机制的轮廓性图式。Based on the regional management of baotou city ＂5421＂ strategy implementation research has im- portant theoretical and practical significance ; Put forward the strategic target, strategic positioning, space structure planning, special planning and the regional flag county planning functions of baotou city, such as ＂5421＂ strategic planning research content; From management organization setup, management personnel and coordination aspects discusses the baotou strategy of ＂5421 ＂the basic framework of executive function; Using hierarchical partitioning control, control system, to baotou conceptual macro- regulation of the strategy of ＂5421＂ system of the research; According to the management function of the operating mechanism of management, regional management theory, designed the baotou city ＂5421＂ outline of the operation mechanism of strategic management function scheme.
