摘 要:根据水利工程相关价格管理办法,南水北调东线一期工程江苏段的供水成本核算遵循两部制水价原则。本文结合南水北调东线工程及江苏境内工程的实际情况,核算了江苏段工程的供水成本,并针对不同年供水量,核算江苏境内水费资金缺口及单方水供水成本变化;根据基本水量与年供水量的关系及两部制水价原则,设计出符合江苏境内工程实际的两部制水价,即江苏境内单方水供水成本为0.516元/m3,基本水量为5.775亿m3,基本水价为0.618元/m3,计量水价为0.472元/m3,最后给出江苏境内水费征收政策建议。According to the water supply price management measures of water conservancy project,water supply cost accounting of the South-to-North Water Diversion Project in Jiangsu province follows the principle of two-part water price. Based on the analysis of two-part water pricing theory, combined with the actual situation of the South-to-North Water Diversion Project in Jiangsu province, the cost of water supply project in Jiangsu province is calculated. Also, we calculate the water project fund gap and the per -cubic meter water supply cost in Jiangsu province based on different quantities of water supply. Meanwhile, we design the two-part water price in Jiangsu province according to the relationship between the basic water supply and the annual water supply under the principle of two-part water pricing theory. The final calculation results are that the per -cubic meter water sup- ply cost in Jiangsu province is 0.516 yuan/m3, the basic water supply is 577.5 million m3, the basic water supply cost is 0.618 yuan/m3, the water volume supply cost is 0.472 yuan/m3. In the end, suggestions on Jiangsu's water fee collection policy are given.
