新疆建设兵团小微企业融资新的选择——以第七师发行小微企业增信集合债券为例

摘　　要："2015年第七师国有资产经营有限公司小微企业增信集合债券"成功发行,为新疆建设兵团小微企业带来了新的融资思路。小微企业增信集合债券具有募集资金额度比较大,期限较长、方式灵活,小微企业可参与,有利于小微企业的后续发展的优势。因此,新疆建设兵团后续发行小微企业增信集合债券应尽量采取担保等增级措施,以降低发行利率,兵团各师建立小微企业资料库,并督促辖内小微企业加强自身建设,合理利用发行规则,灵活设计,提高募集资金利用率。In 2005, the 7th Division State-Owned Asset Management Co., Ltd. Successfully issued credit set bond of small and micro businesses, a new financing way for small and micro businesses in Xinjiang Production and Construction Corp. The new financing way has advantages in terms of large fund-raising amount, long investment horizon, and flexibility. It is favorable to the development of small and micro businesses by offering them an opportunity to take part. Strategies are proposed for the fallow-on bond issue. Enhancement measures such as guaranteed issue should be taken to bring down the interest rate. Every division of Xinjiang Production and Construction Corp. should create database of small and micro businesses and supervise the companies in the administrative region to enhance self construc- tion. It is necessary to take advantage of the issue rules and make flexible issue projects in order to enhance the utilization of the raised funds.
