中越北部湾城市跨境作用及机理分析

摘　　要：文章计算出中越北部湾10市的综合实力分值,并引入城市跨境指数,对传统的断裂点模型进行了修正,划分了中越北部湾10市4个年份的理论空间吸引范围,据此揭示中越北部湾城市空间吸引范围的空间分异特征和变化规律。研究结果显示:中越北部湾城市呈现出由"单中心"到"多中心"的空间结构,河内属于第一层次,而海防和南宁属于第二层次,第三层次是北宁、海阳、北海、钦州、防城港,第四层次为北江和谅山;中越北部湾城市群跨境影响力自2004年以来变动不大,呈现出吸引区收缩与伸张现象交替的现象;城市综合实力与其空间吸引范围不完全呈正相关;根据中越北部湾跨境城市作用的分析,提出实现中越北部城市跨境作用空间驱动机制的重点在于:要素空间溢出、交通网络发展、产业联动、地方政府协调等。This paper calculates the comprehensive score of 10 cities in Sino-Vietnam Beibu Gulf, introduces cross-border index of city to modify the traditional breaking point model, divides these cities＇ theoretical spatial attracting scope for 4 years, and reveals its spatial differentiation characteristics and transformation rules of urban spatial attracting scope. The re- suits show thal the cities in Sino-Vietnam Beibu Gulf present a spatial structure from the ＇single center＇ to the ＇multiple cen- lers＇. Hanoi belongs to the first level, the second level is Haiphong and Nanning, the third level includes Bac Ninh, Hal l）uong, Beihai, Qinzhou and Fangchenggang and the fourth level covers Bac Giang and Lang Son. The influence of cross- border city agglomeration in Sino-Vietnam Beibu Gulf has changed little since 2004, and shows the alternative phenomenon of attractive area contraction and stretch. The city＇ s comprehensive strength is not entirely positively correlated to its spatial at- traction. Based on the analysis of the role of the cross border cities in Sino-Vietnam Beibu Gulf, the paper puts forward the key points to play the cross-border role of space drive mechanism, such as factor space overflow, transportation network de- velopment, industrial linkage, local government coordination, etc..
